A Sense of Power tells the story of a race of genetically engineered beings and their power struggles.
As usual, flawlessly written and very even in tone, I am enjoying watching Ian find his writer's voice and subject matter. The politics, history, and science of this world are detailed and interrelated, for a very convincing whole.
However. There are a few too many characters and a lot too much information for a short story. This is a condensed novel. If this world contains any sustainable interest for it's author, I would suggest starting an expanded plot outline. At the very least, I would say that the strictures of short stories are starting to chafe, and Ian should be looking at (if he isn't already) turning his hand to longer works.
